Nigeria Leads UN Fifth Committee Through Key Appointments
Nigeria’s permanent representative to the United Nations, Ambassador Jimoh Ibrahim, recently presided over the Fifth Committee’s electoral process, resulting in new appointments for the International Civil Service Commission and the Independent Audit Advisory Committee.
During the 81st Session of the United Nations General Assembly, Nigeria took a central role in managing the administrative appointments of the Fifth Committee. Led by Nigeria’s permanent representative to the UN, Ambassador Jimoh Ibrahim, the committee conducted elections to fill vacancies in critical subsidiary organs, a process characterized by a focus on procedural transparency.
The Electoral Process and Transparency
As the chair of the Fifth Committee, Ambassador Ibrahim oversaw the proceedings related to Agenda Item 119, which addresses appointments to various UN bodies. To ensure the integrity of the voting process, Ambassador Ibrahim mandated that all ballot boxes be opened and inspected by delegates before any votes were cast. This step was intended to verify the readiness and neutrality of the equipment used for the secret ballot.
Key Appointments for 2027
The committee’s work resulted in two major contested elections, with the winners set to begin their terms on January 1, 2027:
- International Civil Service Commission: C.D. Mohammed of Mauritania was recommended for the position of Chair. Mohammed secured 102 votes, surpassing the 82 votes cast for Zimbabwe’s candidate, Mrs. Maria. Having met the required majority of 93 votes, Mohammed is slated for a four-year term.
- Independent Audit Advisory Committee: Representing the Group of Western European and Other States, Shai Mazai of Israel was recommended for appointment after receiving 134 votes. Mazai is expected to serve a three-year term.
Beyond these contested races, the Fifth Committee also processed several other appointments through acclamation. This occurred in instances where there were no competing nominations for specific seats, allowing the committee to streamline its consideration of bodies such as the Advisory Committee on Administrative and Budgetary Questions, the Committee on Contributions, and the Investment Committee.
Conclusion of the Session
Following the conclusion of the voting, Ambassador Ibrahim formally recognized the efforts of the tellers and officials who assisted in supervising the electoral process. He expressed appreciation to the delegates for their cooperation throughout the session and encouraged the newly recommended appointees to maintain the high standards and integrity expected by the Fifth Committee.
With the electoral business concluded, the committee has moved to communicate its decisions to the General Assembly, which serves as the final step in the formal appointment process. According to the report from Channels Television, no further details regarding the specific internal deliberations of the committee were disclosed.
