Following negotiations with the Nigeria Labour Congress, the federal government has approved a temporary transport intervention and outlined plans to settle outstanding worker allowances.

Federal Government Announces Six Month Transport Support for Nigerian Workers

The Federal Government of Nigeria has announced a new transport intervention package for workers, pledging a ₦70,000 allowance to be distributed over a six-month period. According to a report by Channels Television, this decision follows a conciliation meeting held in Abuja on Tuesday, October 27, 2026, between government officials and the leadership of the Nigeria Labour Congress (NLC).

Details of the Transport Intervention

The transport support initiative is scheduled to commence in November 2026. The Federal Ministry of Labour and Employment, led by Minister Dr. Muhammad Maigari Dingyadi, confirmed that the ₦70,000 intervention applies to workers across all levels. While the federal government has committed to this rollout, the ministry has also formally requested that state and local governments consider participating in the intervention process to provide broader relief to the workforce.

Settlement of Peculiar and Health Allowances

Beyond the transport subsidy, the government addressed several outstanding financial obligations to public sector employees:

  • Peculiar Allowances: The government approved the payment of arrears effective from May 1, 2026. These funds are scheduled to be disbursed in three equal monthly installments starting in November.
  • Health Worker Arrears: Nineteen months of outstanding allowances for health workers are set to be cleared within a three-month window, beginning in December 2026.
  • Agricultural Hazard Allowances: The Ministry of Agriculture and Food Security has submitted beneficiary lists and cost projections to the National Salaries, Incomes and Wages Commission (NSIWC). A verification process is currently underway and is expected to conclude within two weeks.

Outstanding Issues and Future Negotiations

Despite the agreements reached, several key points remain unresolved. Notably, the government and the NLC have not yet established an effective date for the implementation of the new national minimum wage. However, both parties agreed to immediately constitute a Minimum Wage Negotiation Committee to expedite discussions on the matter.

Other ongoing administrative processes include:

  • CONHESS Adjustment: The NSIWC is currently updating cost implications for the Consolidated Health Salary Structure, with a three-week timeline set for the Presidential Committee on Salaries to review the data.
  • Taxation Relief: The government noted that requests for tax relief are statutory matters that must be referred to the National Executive Council for further deliberation.

The meeting concluded with an agreement to reconvene in one month to review the progress of these implementations. As of the time of reporting, information regarding the specific mechanisms for distributing the transport funds to individual workers remains limited, though the government has encouraged labor unions to advocate for the implementation of these resolutions at their respective levels.

Conclusion

The recent conciliation meeting marks a significant step in addressing the grievances raised by the NLC’s Central Working Committee and National Executive Council. With a mix of immediate financial interventions and long-term administrative reviews, both the government and labor leadership have signaled a commitment to ongoing dialogue, with a follow-up assessment scheduled for late November 2026.
